It is a temporary authorization Google makes when a card is added to a Google account, Google Play or Chrome, usually $0.00, and you are not charged. A different record, GOOGLE* followed by three characters and six digits (for example GOOGLE*ABC 123456), is Google’s payment-method verification charge, usually $1.95: the six digits are the code to enter at payments.google.com, and the charge is refunded.
